Montgomery County’s government is one of the first in America to implement a “Vision Zero” policy initiative to attempt to eliminate traffic deaths by the year 2030. Speed cameras have been a key plank in this platform. The automation of the issuing of speeding fines means County police are more free to respond to emergencies and less likely to black traffic in a roadside stop, therefore increasing the odds of a traffic collision. However, a recent addition to the county’s speed camera arsenal has drivers slowing down more out of curiosity than for fear of a ticket. Today’s Malloy News Brief will investigate these new Montgomery County Speed Cameras.
Montgomery County drivers were recently somewhat surprised to see polygonal monoliths, painted light gray, appearing alongside certain roadways. The somewhat intimidating, alien character of the objects has drawn comparisons to Tesla Cybertrucks and science fiction robots from Star Trek and Star Wars. However, these are, in fact, state of the art speed enforcement cameras, developed by German firm Vitronic. The “Poliscan Enforcement Trailer” is designed to be universally deployable along problematic roadways and its tanklike design is an anti-vandalism measure. They’re bulletproof, equipped with internal fire extinguishers and have onboard alarms to alert operators if they’re being moved.
The “enforcement trailers” appear to be deployed along the so-called “High Injury Network,” where MCPD record most of the county’s injurious crashes occurring.
In response to a FOIA request made in March 2023 to the DC Department of Public Works, the District disclosed that $889,187,824 worth of traffic fines were not paid in 2022. Additionally, data from 2020 and 2021 showed that drivers in Maryland received 75% of unpaid picture citations.
Under the recently-passed STEER Act. The DC Attorney General is now empowered to file civil lawsuits against motorists who owe large fines, even if they live outside of the District. Given the costs associated with legal action of this nature, this provision will mainly affect habitually delinquent drivers, who owe tens of thousands of dollars to the District.
Furthermore, drivers convicted of criminal reckless driving or aggravated reckless driving may have an intelligent speed assistance system fitted to their vehicle. This device will limit their vehicle’s top speed based on the surrounding speed limits. It can be thought of as fairly similar to the ignition interlock device fitted by court order to the vehicles of drivers convicted of DUI.
